In addition to his criminal practice, Oliver often appears in a range of regulatory matters, advising and acting on behalf of individuals, corporate bodies, Local Authorities, Government Departments, and Executive Agencies. His work spans Health and Food Safety, Customs and Excise, and Environmental Health. Oliver also assists with training and seminars for Local Authorities and Executive Agencies on regulatory prosecutions.

He has been instructed to prosecute a number of private prosecutions brought by Local Authorities for offences relating to counterfeit and illegal cigarettes, some of which exceed half a million pounds in value. One case resulted in a custodial sentence of 10 months, having been passed by the Crown Court to reflect the severity of the offending. Oliver has also appeared on behalf of Drainage Boards in private prosecutions brought under the Land Drainage Act 1991 for failing to respond to notices, and on behalf of Local Authorities in relation to breaches of planning notices.

Having been instructed to appear for an appellant challenging a Closure Order, the police force appealed the lower court's decision to suspend the order. Oliver appeared at the Crown Court appeal and in the High Court Administrative Division to respond to matters involving human rights, statutory interpretation, and the closure order provisions. The case was reported and cited as Chief Constable of Humberside Police v Morgan [2024] EWHC 2859 (Admin).

Oliver also appeared to oppose an application to amend a restrictive covenant in the Upper Lands Tribunal Chamber. This again involved complex issues of Land Law, and a contested hearing took place, with a reserved judgment handed down in favour of Oliver’s lay client, demonstrating a unique ability to handle complex issues of law and fact, as well as niche areas of law. The case was also reported and cited as Hodgson & Anor v Cook & Anor [2023] UKUT 41 (LC).
